What a completed decision should establish.
A valid comparison begins after every bidder has been normalized to the same delivered scope. Product subtotals should never be compared while freight, installation, exclusions, or schedule assumptions differ.
Delivered total
Add products, freight, receiving, storage, assembly, installation, taxes, fees, and required options. Carry every omitted service as an explicit project cost.
Configuration match
Confirm item IDs, quantities, dimensions, materials, finishes, upholstery, approved alternates, and warranty basis before comparing totals.
Release and delivery basis
Record the approval event that starts production, quoted production duration, freight basis, required arrival date, and site-readiness assumptions.

Completed comparison
Worked example: compare the same completed delivery
Suppose two suppliers quote the same 200 approved chairs. Supplier A has the lower product subtotal. Before choosing it, enter the services needed to make both offers cover the same completed job.

Supplier B is $450 lower for this scope, even though its product subtotal is $800 higher. “Included” needs a written scope confirmation; an empty cell stays unresolved until someone prices or accepts responsibility for that work.
Before award, check that both offers use the same chair model, finish, quantity, delivery window and warranty basis. Reconcile applicable taxes and any remaining exclusions separately. If one supplier requires the buyer to provide unloading equipment or meet a narrower receiving window, record that obligation and its cost before deciding.
Save the comparison with both quote revisions and the scope confirmations. That lets the receiving team see what was purchased and makes later change requests traceable.
